Public Access to City Hall During Governor’s “Stay at Home” Order
Following Governor Newsom’s “Safer at Home” order, which was issued on Thursday, March 19, we re-evaluated our decision to keep City Hall open to public walk-in traffic. Effective Wednesday of this week (March 25) we have closed the doors to walk-in customers, but all City services will still be available by appointment, phone and e-mail.
We believe that this new approach will allow us to balance the dual priorities of employee safety and our mission to serve our residents and business owners. This new arrangement will stay in effect until the Governor’s “Stay at Home” order is lifted. If you are aware of any residents or business owners that are having difficulty reaching the City to get the answers/services that they need, please let me, George, or Terri know about it so that we can resolve the problem.

Unanimous Planning Commission Approval for Viridian ProjectOn Wednesday night the Planning Commission unanimously approved staff’s recommendations to advance the Agua Mansa Commerce Center (Viridian) project for City Council review and consideration. We anticipate that this very significant project will be in front of the City Council possibly as soon as the April 16 City Council meeting.

Public Service Grant Funding Update At the March 9, 2020 meeting of the CDAC, both Path of Life Ministries, Inc. and the Family Service Association received a recommendation for 2020-21 Public Service Grant funding. Path of Life’s homelessness program received a funding recommendation of $139,237, which represents a modest increase from their current grant amount. The Family Service Association’s senior meal program received a funding recommendation of $40,000, which is the same as their current grant amount.

Vehicular HomicideOn Saturday, September 29, 2018, at approximately 11:40 p.m., deputies were dispatched to the area of Agua Mansa Road and Brown Avenue, in Jurupa Valley regarding a large organized illegal sideshow. A sideshow is an informal demonstration of automotive stunts, which are typically held in vacant lots, public intersections, and freeways.
When deputies arrived, they saw a silver 2006 Pontiac GTO, occupied by two male adults, driving erratically at the intersection. A deputy attempted to conduct a traffic enforcement stop on the vehicle. The vehicle yielded briefly and then fled the area nearly striking two Sheriff’s patrol vehicles. Shortly thereafter deputies came across a traffic collision and located the vehicle that earlier fled from deputies. The passenger succumbed to his injuries.
Investigators assigned to the Jurupa Valley Station and officers from the California Highway Patrol responded to the scene and assumed the investigation. After an extensive investigation, the case was submitted to the Riverside County District Attorney’s Office. An arrest warrant was issued for the driver, Christian Pinon, 20-year-old resident of Pomona.
On Thursday, March 26, 2020, investigators assigned to the Riverside County Sheriff’s Department’s Major Crimes Unit located Pinon in Orange County. Pinon was taken into custody without incident and was booked into Riverside County Jail for vehicular homicide, assault with a deadly weapon on a peace officer and evading.

Fatal Traffic Collision On Monday, March 23, 2020, about 6:52 AM, deputies from the Jurupa Valley Station responded to a report of a traffic collision involving two vehicles, on Sierra Avenue north of Karen Lane, in the city of Jurupa Valley.
Upon arrival, deputies located a male adult with major injuries in one of the vehicles involved. The male was pronounced deceased at the scene. The driver of the other vehicle was found unconscious and had to be extricated from his vehicle by Fire Department personnel. He was transported to a local hospital, where he was treated for minor injuries. There were no passengers in either vehicle. The Jurupa Valley Station’s Traffic Reconstruction Team is conducting a full investigation to determine the cause of the collision. No alcohol or drugs are believed to have been a factor in this collision.

Suspicious DeathOn Thursday, March 19, 2020, at 7:25 PM, deputies from the Jurupa Valley Station responded to the 5900 Block of Saguaro St. in Jurupa Valley reference an unresponsive female found inside of a residence.
Medical personnel arrived on scene and attempted life saving measures, unfortunately the female was pronounced deceased. Based on information obtained at the scene and medical personnel, the scene was secured and the Central Homicide Unit responded and assumed the investigation. The decedent was identified as Niki Marie Mello, 26 years old of Jurupa Valley.

In Custody DeathOn March 14th, at 8:00 am, Deputies from the Jurupa Valley Sheriff’s Station were called to the 6000 Block of Charles Ave., Jurupa Valley, in regards to a subject who broke into a residence and began strangling one of the occupants. Deputies arrived within minutes and found family members restraining the attacker. Deputies took him into custody without further incident. Shortly after being detained the subject stopped breathing. Paramedics were summoned and deputies began life saving measures. He was taken to the Corona Regional Medical Center where he eventually was pronounced deceased. Positive identification is still pending.
