JARPD General Manager to Present Update at September 3 Council Meeting

Early this year Jurupa Area Recreation and Park District General Manager Colby Diuguid and I agreed that Colby would report to the City Council at least twice a year on JARPD’s programs, services, capital improvement projects, etc.  He made his first report of 2020 back on March 5, and he will be back to update the Council at the September 3 meeting. 

A few of the topics that he will cover include:

  • Construction Update at Skyview Events Center
  • Construction Update at Horseshoe Lake Park
  • Update on the Transition to City/JARPD Services at the Eddie Dee Smith Senior Center
  • Update on How COVID-19 has Impacted JARPD Programs and Services
  • Update on JARPD’s New Management Role at the Rancho Jurupa Sports Park

The Council will have an opportunity to ask questions on these and other topics.  We look forward to hearing from Colby next week.


Recruitment Updates—Building the New Team


We are moving forward with the recruitment process for Jurupa Valley’s first full-time in-house Executive Team.  Here is a quick rundown on each open position:

Economic Development Manager—Success at last!  After a few fits and starts, we now have a new Economic Development Manager named Jose Bazua. Jose has over 25 years of experience in economic development in Los Angeles County.  For the last few years he has worked in the private sector as an Economic Development Consultant, but prior to that he worked for the City of Montebello for 16 years as an Economic Development Project Coordinator and an Economic Development Director. Jose started earlier this month and was introduced at the August 20 City Council meeting.

Community Development Director—The application period closed on Friday, July 17. We had 56 applicants for the position.  Panel interviews were held on August 20 at City Hall, and we are down to two strong finalists, who I will be interviewing later this week. We expect to make an employment offer within the next two weeks.

Public Works Director/City Engineer—Bob Murray and Associates has been selected as the recruitment firm for this position.  The application closing date was August 2.  We received approximately twenty applications. Panel interviews were held on August 26 at City Hall, and we are now down to a small group of finalists who I will interview in the next two weeks.  We anticipate making an employment offer before the end of September.

Assistant City Manager—Bob Murray and Associates has been selected as the recruitment firm for this position. The application period closed on August 16, and we had a huge response: over 110 applications for the position.  Executive Recruiter Valerie Phillips is conducting her initial review of the resumes, and we have scheduled panel interviews for Tuesday, September 15.



Blood Mobile

LifeStream Blood Drive Results

We finished our blood drive with 24 lifesaving donations!
 
Each donation is separated into 3 products (plasma, platelets, and red cells) so our donations will be used to help 72 local hospital patients as a result of this event!



Mask distribution event

Mask Distribution Event

The City was given 40,000 masks from the County of Riverside to distribute during our mask distribution event. 
 
From the hours of 10 am - 2 pm we had over 80 cars drive through to pick up masks. Both residents and businesses we're invited to attend this distribution event.

  • 499,248 Tests have been completed in Riverside County
  • 51,538 confirmed cases in Riverside County, 984 deaths
  • 2,924 confirmed cases in Jurupa Valley, 65 deaths
  • 10,795 recovered in Riverside County

Abandoned Vehicles, Trash and Debris


8509 Yearling Way - Code Enforcement has issued a Notice of Violation and is awaiting communication with the owners for compliance.

Commercial Trailer Parked on Residential Property

4257 Agate Street -
Code Enforcement observed commercial trailers parked on the property and issued a Notice of Violation. The owners have responded and will comply.

Unpermitted 
Junk Yard Full of Automotive Parts


9461 Brookfield Drive - Code Enforcement worked with the owner for compliance on an unpermitted automotive junk yard.

DC Freight Transportation


11865 Cantu Galleano Ranch Road -

The owners met with the Planning Dept and have confirmed that fuel tanker trucks were not allowed to be parked or stored on the property. The owners have abated the fuel trucks and are
in compliance.

Crunch Fitness


7960 Limonite Avenue -
Code Enforcement made contact with the Environmental Health Department and they indicated that they do not have jurisdictional powers to stop the gym's operations. The Sheriff's Department has been notified. 

Code Enforcement spoke with the management staff at the gym to provide state mandated information and guidelines. The staff indicated that they would be attempting to move their gym operation outdoors and would be interested in applying for our Temporary Outdoor Use Permit.

Health Body Training Facility


8082 Limonite Avenue -

Code Enforcement made contact with the Environmental Health Department and they indicated that they do not have jurisdictional powers to stop the gym's operations. The Sheriff's Department has been notified. 

Code Enforcement had gone out to provide State mandated education and guidelines to the business operation.

Mobile Food Vendors 


Code Enforcement issued citations to unpermitted mobile food vendors at the locations listed below.
  • Granite Hill and Pyrite Street
  • Pedley Road and Granite Hill
  • On Mission Blvd and San Savaine in front of AM/PM
  • On Bellegrave at Van Buren in front of AM/PM

Homeless Encampment on Riverside County Property


Valley Way & Jurupa Rd.-
Code Enforcement has been working with the Riverside County Transportation Department to abate the homeless encampment. Riverside County has ensured Code Enforcement that they will clear out this encampment by next week.

Code Enforcement has also been working with Path of Life for assistance. There are three homeless individuals. One individual is willing to accept resources.The other two have not been willing to accept assistance from Path of Life.
