Two More New Hires Complete the Management/Executive Team
We are now winding down the recruitment process for Jurupa Valley’s first full-time in-house Executive Team. Here is a quick rundown on the recently filled positions:
Senior Human Resources Analyst—With the recent retirement of Pat Grob, we are pleased to announce that Ms. Tanya Bragg, has begun her new role as our Senior Human Resources Analyst. Tanya has over 25 years of human resources management experience in the private and public sectors, and she previously served as Director of Human Resources/Risk Management for the City of Azusa and the Human Resources Manager for the City of Upland. She holds a bachelor’s degree in Organizational Management with an emphasis in Human Resources Management from the University of La Verne. As our number of City employees grows with the transition of contract employees to City employment, the Senior Human Resources Analyst position is becoming an increasingly critical member of the management team.
Assistant City Manager—Michael Flad has accepted our offer of employment to become Jurupa Valley’s first in-house Assistant City Manager. Mike is a seasoned City Manager from Los Angeles County who has served as City Manager of South Gate since 2012. Prior to his current assignment he was City Manager of Burbank and Assistant City Manager in Burbank and Ukiah. He earned a bachelor’s degree in Political Science at the University of California, Los Angeles and a Master’s of Public Administration from California State University, Northridge. Mike is highly respected in the City Manager community and in his spare time serves as the Vice Chair of the California Strategic Growth Council. He will be joining us on January 11, 2021.
Tanya and Mike will join our veterans Terri Rollings (Assistant to the City Manager), Keith Clarke (Director of Building and Code Enforcement), and Connie Cardenas (Director of Administrative Services) and newcomers Jose Bazua (Economic Development Manager), Paul Toor (Director of Public Works/City Engineer) and Joe Perez (Director of Community Development) to form the newly-minted Jurupa Valley Management/Executive Team. We are looking forward to getting a lot accomplished for the citizens and business owners of Jurupa Valley.

Pat Grob Retires Pat has been with our Jurupa Family for two years as our Senior Human Resources Analyst and while here, she has been instrumental in bringing city staff positions on board as well as securing a very nice comprehensive benefit package and updating our Personnel policies and much more.
Pat has plans to move with her husband and new puppy, Floakie along with her other lovely dog and settle in the Arizona River area. Her current landing spot is a gorgeous RV pad overlooking the Casinos in Laughlin and the beautiful Colorado River. We wish Pat many years of happiness and relaxation in her new adventure as a retiree.

New Ways to Vote for the November 3, 2020 ElectionIn an effort to reduce the spread of COVID-19 and in accordance with State Law, the Riverside County Registrar of Voters will be deploying a new election model for the upcoming November 3, 2020, General Election. This will offer voters more ways and more days to vote safely. Each eligible registered voter for the November 3, 2020, General Election will receive a ballot by mail beginning Monday, October 5, 2020 in accordance with the Governor’s Executive Order. Voters can verify their voter registration at https://www.sos.ca.gov/elections/registration-status/ or register to vote at www.registertovote.ca.gov. A secure Ballot Drop-Off location will be available at Jurupa Valley City Hall beginning October 5, 2020 or you may use one of the 80 secure Ballot Drop-Off locations that will be available throughout the County of Riverside. Planning Department Updates

Land DevelopmentThe master developer for Paradise Knolls, Lansing Development, introduced staff to two home builders that are proposing to develop the remaining neighborhoods in the Specific Plan. Century Communities will develop the multi-family (townhomes) and small lot auto court neighborhoods adjacent to Limonite and the commercial site at Beach Street. DR Horton will develop the small lot neighborhood along the river open space in the center area of the Specific Plan. Upon receiving Pre-Application Review applications, staff will begin the process of project review and will bring the plans to the Planning Commission for a work session and feedback to the developers.
The commercial site is to be developed by Panorama Development, the company that is currently processing a plan for a 30 acre retail center at Pyrite and Mission.

Housing ElementState law requires cities and counties to update their housing elements on a seven year cycle. Because Jurupa Valley was given an extension of time for its first General Plan, our Housing Element was adopted late in the 5th cycle for Southern California cities. The General Plan Housing Element adopted in September 2017 was certified to be in compliance with State law in April of 2019. Our first update must be submitted to the State Housing and Community Development Department by April 1, 2021.
The Planning Department is currently in the process of preparing for this 6th cycle update. The process will consist of updating demographic data, defining implementation of the City’s Regional Housing Needs Allocation (RHNA) set by SCAG, conducting community outreach and updating our housing sites inventory. This project is being led by Jean Ward with Civic Solutions. Concurrently, our Advance Planning team will be conducting Planning Commission work sessions to complete rezoning of housing sites identified in the existing Housing Element.

Indoor Marijuana Cultivation WarrantsMembers of the Jurupa Valley Station’s Special Enforcement Teams (SET) representing the cities of Jurupa Valley and Eastvale have been aggressively targeting illegal indoor marijuana grows throughout the cities of Jurupa Valley and Eastvale in 2020.
Deputies assigned to the SET received a complaint regarding possible illegal indoor marijuana cultivation. The SET Deputies investigated and determined that a warehouse property located on the 3400 block of De Forest Cir. in the City of Jurupa Valley, had been converted to support and promote illegal indoor marijuana cultivation, and there was evidence that marijuana plants were harvested on the property.
On October 14, 2020, at 7:00 PM, members of the Jurupa Valley station’s SET served a marijuana cultivation related search warrant at the location. They recovered a total amount of 10,133 marijuana plants and 60 pounds of processed marijuana.

Wildfire PreventedFire Crews made quick work of halting a wildfire near Gray Mare Drive just before 5:00 p.m. on October 5th. The fire was contained to 1.5 acres within approximately 90 minutes.

Public Works Department Updates

|
|
|
Public Works crews assisted Healthy Jurupa Valley with roadway closures to paint the new Crosswalk mural at 45th and Saxon.

|
WCA crews continued tree trimming efforts along the Mission Boulevard median and parkway areas
|
|
|
|
Striping improvements were completed on 54th and Sunset Ridge as well as Etiwanda and Limonite.
|
|
|
|
Public Works crews utilized the skid steer to remove large dump areas along Canal Street and Avalon Street.

|
|
Engineering Department Updates
|
|
|
|
- Inspection staff is currently monitoring progress on the curbed median installation along Pats Ranch Road. The median is now poured and backfill is beginning.
- Inspection staff is currently monitoring the rough grading on the Paradise Knolls Project. The rough grading work is approximately 80% finished.
- Inspection staff is currently monitoring the Shadow Rock Development. A Large 24” water line is currently being worked on along Pacific Road. The rough grading work is approximately 80% done for the site.
- Inspection staff is currently monitoring the JCSD City Wide Sewer project along Limonite Avenue at El Palomino. The base paving is complete and finish paving will be done by 10/25.

6631 Clay Street Sizzler Property LocationCode Enforcement gained compliance after issuing a citation.

9150 Granite Hill Drive Homeless Encampment by Circle Inn Motel
Code Enforcement worked with the owners to abate homeless encampment. The fence was repaired to prevent homeless from reentering, trees were trimmed down and “No Trespassing” signs were posted.

4218 Briggs Street Construction Without a Permit
The property attempted to do a re-roof without permits. Code Enforcement issued a Stop Work Order and the owners complied and obtained their permit.

5442 Mission Boulevard Burned Down Illegal Dispensary
Code Enforcement issued a stop work order. The owners have secured the property but have started to work inside of the building without permits.
Code Enforcement will move forward with citations until compliance is met.

10091 60th Street Unpermitted Truck Storage
Code Enforcement worked with the property owners and gained compliance after providing ample time to remove the truck trailers from storage.

9630 Mission Boulevard Unpermitted Pallet Yard Code Enforcement gained compliance after issuing citations.

|
|
|
CE #20-2530Unpermitted ConstructionCode Enforcement investigated and found an open permit for the construction. The property owner is within compliance and up to date on their inspections at this time.

Avalon Park Homeless RV’s Parked on the Right of WayCode Enforcement is collaborating with our Public Works and Sheriff’s Departments to keep this area clear of homeless encampments.
