On behalf of staff, allow me to present the first Council update report for 2021! Beginning in February, the office of the City Manager will work to provide the Council and community with this “one-stop” update report twice per month. As currently planned, the update report will publish on the 2nd and 4th weeks of each month, so expect to receive it during the weeks opposite of your regularly scheduled Council meetings. Last week Council met Michael Flad, our newest employee and Jurupa Valley’s new Assistant City Manager. Mike brings with him decades of executive level municipal experience which will be invaluable as we continue to transition additional services “in house” over the next couple years. As you see below both City and contract staff remain very busy responding to the growing infrastructure, development, COVID-19, code enforcement and public safety needs of the City. Local Economic Assistance Program UpdateAs of January 25, 2021, the City’s Local Economic Assistance Program (“LEAP”) has approved funding applications for thirty-three (33) local businesses.
This program was made possible through City Council action in June of 2020. The program provided $300,000 in stimulus funds for small and micro-enterprise businesses in the community. To receive stimulus funds, local businesses must submit an application that is vetted by City staff with assistance from the City’s CDBG consultant. So far, $249,000 in stimulus grants have been obligated to local business owners who are using the funds to cover rent, make payroll, and pay down mortgage debt. City Hosts a Successful CDBG101 WorkshopOn January 19, 2021, City Staff hosted a CDBG 101 workshop through Zoom. Held annually, the City’s CDBG 101 workshop provides an overview of the City’s CDBG program to residents, local non-profits, and other interested stakeholders. The workshop is typically attended by non-profits that are interested in receiving CDBG funds through the City’s Public Service Grant (PSG) application process. The PSG application process typically results in funding for non-profits that provide homelessness and senior support services here in the community.

SACRAMENTO – Governor Gavin Newsom, Senate President pro Tempore Toni Atkins and Assembly Speaker Anthony Rendon today issued the following joint statement on the extension of the eviction moratorium to protect Californians impacted by COVID-19:
“COVID-19 continues to devastate communities across our state and too many Californians remain one paycheck away from losing their apartments or homes. These families need protection and relief now.
“Today, we are announcing an agreement to extend the eviction moratorium in California through June 30, 2021 – protecting tenants and small landlords from losing their housing as the nation continues to confront the pandemic. We are also moving forward as quickly as possible to deploy California’s share of the latest federal stimulus bill – ensuring that up to $2.6 billion in renter aid is administered quickly, equitably and accountably.
“These critically needed federal funds, targeted to the most at-risk households with unpaid back rent, will help tenants stay afloat during and after this pandemic. Income-qualified tenants and their landlords can choose to receive direct rental assistance in exchange for forgiving prior rental debt.
“While we are proud of this agreement, which maintains California’s COVID eviction protections as the strongest statewide rules in the nation, our work is far from over. This eviction moratorium and rapid deployment of funds to the most at-risk are among our top priorities. But we have more work to do, together, to tackle the structural housing cost crisis in California. The pandemic exacerbated these issues, it did not create them. And our work to address these fundamental issues must continue with urgency and resolve.
“We thank the many stakeholders who have engaged in this process for the past several months, and we recommit ourselves to the work ahead to maintain California’s position as the most compassionate, progressive state in America.”

Butterfly Garden From the Healthy Jurupa Valley Gardens and Markets Action Team Great news! This group has come forward with an offer to create a beautiful community butterfly garden either at City Hall or one of our other locations such as the Dog Park, Senior Center, or Boxing Club. Staff will work together with them to establish a location and provide an update soon.

Housing Survey UpdateThe Housing Element update for the 2021-2029 cycle in Jurupa Valley began its efforts in mid-October and currently, the document is going through a phase of data and demographic updates to reflect the current population of Jurupa Valley. To best address the housing needs of our growing population, this Housing Element is required to draw from public participation, workshops and surveys alongside current report and studies to accurately represent the people who live here.
In the beginning of December, the Housing Element Update webpage on the city website was launched and with it, the Community Housing Survey in both English and Spanish. Since the launch we have received approximately 190 survey responses. The website includes the importance of a Housing Element Update along with helpful information on the timeline and methods of participation which can be found here. The Community Housing survey is available in English, and in Spanish.

ADU Permit UpdateIn November 2020, City Council adopted Ordinance No. 2020-18 amending the Zoning Ordinance pertaining to Accessory Dwelling Units (ADU) and Junior Accessory Dwelling Units (JADU). Generally, the amendment provided the following items: (1) a process for only a Building Permit; (2) an Accessory Dwelling Unit Permit process with Planning Department; (3) new standards and requirements; and (4) new definitions related to ADU and JADU. Since the amendment, the Planning Department is processing 5 ADU permits.

Shadow Rock Model HomesThe Shadow Rock residential community was approved for a total of 432 single-family homes on approximately 175 acres of land. It is generally located east of Sierra Avenue, north of Cana Street, and west of Rio Vista Specific Plan. All of the model homes have been completed. At this time, approximately 50 production homes have been constructed and more are underway. The pictures of the community sign and a few of their model homes were taken late December 2020.

Agua Mansa Commerce Park Specific Plan UpdateThe northern portion of the site has been cleared of trees and prepped for grading. Grading permits have been issued and the demolition of several structures near existing concrete silos has occurred. The City’s independent monitor has been working closely with the applicant and Department of Toxic Substances Control (DTSC) to ensure all procedures are in accordance with the approval and dust control measures.

MA20276 Kingsley TerracesWe a received new application for a proposed 176-unit apartment complex on 9.76 acres. It is proposed at 10001 Limonite Avenue by the property owner. The project includes community amenities such as a community club house, swimming pool, and solar carport parking. Prior to receiving formal entitlement applications, the applicant submitted a research application to receive preliminary comments from the City, other agencies, and the Planning Commission. The City Council is the approving body of this project.
