Welcome back!  


As we continue to get vaccinated and the COVID-19 numbers in Riverside County and Jurupa Valley continue to improve, I am happy to report that City Council and Planning Commission meetings have reopened for in person attendance. In an effort to continue keeping the public and employees as safe as possible, Council and Planning meetings are open with limited capacity to accommodate mandated social distancing requirements and members of the public are also required to wear appropriate face coverings. We look forward to seeing you at a future meeting and please continue to stay healthy and safe as we near the finish line of this challenging time.

A Driving Under the Influence (DUI)/ Driver's License checkpoint was conducted on Friday, May 14, 2021. The checkpoint was in the 9800 Block of Limonite Avenue, between the hours of 8:00 p.m. & 3:00 a.m. The checkpoint yielded the following: 

• 760 cars screened.
• 17 citations for unlicensed drivers.
• 3 citations for suspended license.
• 0 driving under the influence arrests.
• 2 vehicles were towed

A local church in the area of Mission X Conning was vandalized and they reported an estimated over $5000 worth of damages. The information was passed on to the POP team because the suspect was a possible local transient in the area. The POP team conducted their investigation and identified the subject and located him. He was arrested and booked into the Robert Presley Detention Center for the vandalism.

POP and SET teams were conducting Off-Road Vehicle enforcement in the river bottom of Market St and Via Cerro.

While occupying the river bottom Deputies noticed two vehicles, a white Jeep Wrangler and a red Chevy Silverado approaching the area under the Market St bridge. Deputies attempted to conduct an enforcement stop, but the vehicles failed to yield. The vehicles continued northbound through the river bottom and the deputies lost visual of the vehicles.

Deputies continued northbound through the river bed following the dust the vehicles left. As the deputies approached 3996 S. Riverside Ave., they noticed the vehicles had gone through the fence and entered a loading dock area. 
Deputies caught up to the vehicles and conducted a traffic stop. The vehicles stopped because the exit was blocked by concrete poles. The driver of the Chevy exited the vehicle and ran westbound through the business parking lot. Deputies assisted with detaining the subjects in the vehicle and noticed, in plain view, a clear bag of ammunition and a pistol magazine. Deputies searched the vehicle for firearms and located two loaded ghost gun pistols and a loaded Mac-9 assault weapon under the driver seat. Suspects were arrested for possession of loaded concealed firearms and possession of an assault weapon. They were transported to Robert Presley Detention Center. 


Community Development Department Updates


Agua Mansa Commerce Park Update


The Community Development Department is currently processing a substantial conformance request to combine Buildings 3 and 4 and change the internal streets and driveways for the Agua Mansa Commerce Park. The new proposal for the site plan also includes additional landscaping for screening for the new Building 3 and the relocation of parking on Building 2.  Along with the site design, the Agua Mansa Specific Plan area includes the development of an equestrian trail and restoration program on the southern end of the site.  The applicant has also submitted for grading permits, lot line adjustments, and a final map, which the City is reviewing.

Del Real Food Facility Addition of a Cold Storage


On May 25, 2021 a Community Development Director’s public hearing was held to consider a Revised Permit application seeking to expand the Del Real Foods manufacturing facility located at 11041 Inland Avenue in the Mira Loma community. The project would modify the original entitlement (Plot Plan No. 14203) to allow the addition of 15,024 sf of refrigerated warehouse to the existing 112,000 sf building. The addition will serve as the new shipping/receiving area, including offices, restrooms, tamale packing area, and breakroom. The Revised Permit (MA21055, PP14203R1) was approved with conditions, including but not limited to refurbishing landscaping on Etiwanda and JCSD water/sewer capacity improvements. The project will reduce dock doors (from 11 to 7), while improving efficiency of logistical operations, leading to less truck idling on-site and on nearby streets and will not result in any loss of parking or landscaping.

Community Development Customer Service Improvements


Business Registration Streamlining. Until recently, the Community Development Department was reviewing all Business License Registration applications, including renewals.  Community Development staff working with the Finance Department streamlined the review process so renewals that have previously been reviewed and approved by Community Development do not require Community Development review if the business has not expanded or changed since its last review.  Further, the applications have been updated to make it faster for City staff to process new Business Registration requests.  

New Accessory Dwelling Unit (ADU) Informational Handout.  This week staff went live with a new ADU informational handout (attached) designed to help our customers better understand the requirements for ADU’s. The handout provides information on the different types of ADUs, setbacks, size, access, application and plan check fees, plan requirements, and other information.

Code Enforcement Department Updates

Harrel Street – RV’s parked on Public Right of Way


  • Code Enforcement received reports that multiple people living in RV’s are creating a public nuisance
  • Code Enforcement had reached out to Path of Life Ministries to offer assistance
  • The Sheriff’s Dept.  arrested one individual that was violating his probation. The other RV’s were tagged for parking for more than 72 hrs
  • All RV’s had complied and moved along. Path of Life Services had been refused

Auto Auction without special events permit

  • It was reported that a Car Auction occurred on a commercial property location without a special event permit. Code Enforcement has issued a citation for the special event that occurred
  • The auto auction host was informed of the violation; they will look into obtaining permits before continuing this operation without permits

Trash Bins left on the Public Right of Way

  • Code Enforcement received complaints regarding trash bins sitting out on the sidewalk 24/7
  • Code Enforcement issued a Notice of Violation and reached compliance

Commercial Truck Parking in a residential neighborhood


  • Code Enforcement issued a Notice of Violation to the property owner regarding unpermitted truck storage & unpermitted curb cut
  • The property owner had requested an extension of time and complied by removing his commercial trucks & obtaining a permit from the Engineering Dept. for the curb cut

Homeless Encampment on Riverside County Property

  • Code Enforcement received reports of people living in an RV trailer parked on Riverside County property on the corner of Valley Way & Jurupa Road
  • Code Enforcement reached out to the RV owner and informed them that they unlawfully parked on private property. Upon a follow-up inspection, the RV had moved along
