Jurupa Road Grade SeparationConstruction of the Jurupa Road Grade separation project, which will build an underpass under Van Buren Road and the Union Pacific Railroad, separating train traffic from vehicles, pedestrian and cyclists has begun! The new grade separation underpass will eliminate the at-grade railroad crossing at Jurupa Road and create a safe and direct east/west route through the area with no stops required for the 21-daily UPRR trains. When complete, the new intersection will greatly improve safety and traffic circulation, improve air quality and reduce noise! During construction motorists can expect traffic delays in the area and are encouraged to sign up for email notifications at the project website www.jurupagradeseparation.com or call 800-679-9570. The website is also a great source for the project map, detours, construction calendar and useful project information.

SIGNIFICANT ACTIVITY The Jurupa Valley POP Team conducted high visibility patrol in the business district of Rubidoux. A large homeless encampment was discovered at a local restaurant located near Mission Boulevard and Packard Avenue. Several subjects were contacted and offered outreach services were denied. The POP team re-visited the location several days later and removed the subjects from the location.

Jurupa Valley POP team responded to a previously identified area off of Parkhurst St. & Cantu Galleano Ranch Rd. with multiple RVs and vehicles parked on the side of the road. We contacted several owners who were living out of them and offered path of life services and advised them of the city's ordinance. On 07/21/2021, we returned to the area to assess how the services previously provided were going. The RVs were relocated and most of the vehicles were no longer there. We also issued 3 citations for expired registration during the Scanning and Assessing contacts.

The Jurupa Valley POP Team conducted high visibility patrol in the business district of Mission Plaza. The day prior the POP Team contacted several subjects drinking alcoholic beverages on the south side of the parking lot. The POP Team continuously re-visit's past locations to prevent further subjects from establishing new encampments. During the high visibility patrol, a recreational vehicle (RV) and a torn EZ-UP was discovered. Several subjects were contacted at the location and advised of the several city ordinance violations. Path of Life Ministries was contacted and responded to the location. The RV was removed along with the EZ-UP without incident.

Significant ActivityJurupa Valley POP team and Jurupa Valley SET team coordinated the enforcement of Off-Road Vehicles (ORVs) in the areas of 20th St. and Caterpillar Ct., and the Santa Ana River Bottom (Market St. and 24th St.). The locations are known to have large illegal gathering of subjects, who often consume alcoholic beverages and use illicit drugs. These locations require 4x4 vehicles and often times can't be handled by regular patrol deputies (not in 4x4 vehicles). During the off-Road operation, 5 ORV drivers were cited and trespassed from the locations.

During the time frame of this Bi-Weekly report, the Jurupa Valley POP team conducted proactive enforcement within the city and arrested 3 individuals for outstanding felony warrants.
The Jurupa Valley Special Enforcement Team arrested 9 subjects, recovered 3 high powered rifles, approximately 160 grams of methamphetamines, and seized over$10,000 dollars.

Housing Element UpdateThe City has received a comment letter from the California Department of Housing and Community Development (HCD) and met with HCD on their recommended revisions to the City’s draft Housing Element. City staff is now working to address HCD comments. Once the Housing team completes the strategy to respond to the HCD comments, the Housing Element will be scheduled for Planning Commission and City Council hearing dates for adoption. Development UpdatesThe following is an update on developments currently under construction. - Indian Hills (Vista Cielo) 57-lot housing development
Vista Cielo is a 57-lot single-family home project composed of two tracts (TR20249 & TR20250) on 31.3 acres. The project is located west and north of the terminus Kachina Drive and northwest of Virtue Vista Drive within the Mission De Anza Specific plan. The City completed the inspection for the final 16 lots for TR20250, thus finalizing one of Jurupa Valley’s newest housing tracts. All 57 single family homes have already been sold and are expecting final move- ins within the next few weeks.

Planning Commission Meeting August 11, 2021
The Planning Commission met on Wednesday, August 11, 2021, conducted a Study Session and discussed the following projects listed below: - Saddlehorn Ranch: The Planning Commission conducted a study session regarding Saddlehorn Ranch, a 19.3- acre subdivision consisting of 31 single-family lots. The project will include internal circulation, traffic calming, street improvements, equestrian improvements, and landscaping. The applicant has submitted Pre-application Review (PAR) No. 21005 for this project and seeks feedback from the Planning Commission prior to submitting formal application(s). This agenda item was an opportunity for the applicant to introduce the project to the Commission and receive feedback.

- Multiple Family Residential Development Standards: The Planning Commission conducted a public hearing and adopted Resolution No. 2021-08-11-01 recommending that the City Council approve Zoning Code Amendment No. 20004 to amend the Jurupa Valley Zoning Code pertaining to Multiple Family Dwelling Development Standards, including off- street parking requirements.
- Alpha Materials, Inc.: The Planning Commission received a staff report and power point presentation and confirmed that CUP03434 is in compliance with the conditions of approval, including maintenance of landscaping, control of dust, and current permits from other regulating agencies. The site is located north of the 60 Freeway and west of Rubidoux Boulevard, just southwest of Caterpillar Court at 6170 20th Street.

Public WorksIn the past two weeks we had a total of 68 requests created and 6% of them have been closed. Most common request has been illegal dumping. Attached is the service request metrics. - Maintenance crews have picked up illegal dumps that were dumped in the middle of the road collaborating together and using Skid steer
- Maintenance techs hot patched with asphalt some parts of Etiwanda that had potholes
- We have assisted code enforcement with pick up of illegal dumps throughout the city
- Maintenance crew assisted fire department with closure of streets

- Mission Blvd. –Reported Fire from RivCO Fire Dept.
- Violations include substandard building, accumulation of rubbish & garbage, permits required.
- RivCO Fire Dept. is the reporting party.
- Code Enforcement received a SIRF report from RivCO Fire. Super Penny was not affected by the fire. Other units were red tagged and are substandard.

- Violations include unsecure building, permits required.
- Code Enforcement has an open case regarding the building having a fire rehab permit.
Code Enforcement were informed that the building is not secured, we are contacting the owner to secure the building

- Violations include defacement of property.
- Code Enforcement reached compliance on the graffiti wall next to the ARCO gas station on Limonite & Felspar.
