City Manager's Update - Volume 22

On Saturday, September 11th, I had the privilege of attending the Jurupa Valley VFW Post 10267 Sunrise Remembrance Ceremony for the 20th anniversary of Patriot Day in memory of the men and women who lost their lives during the 9-11 terrorist attacks.  As a community of City Council members, service clubs, community leaders, volunteers and residents we gathered at 5:30am to pay tribute to the lives lost, acknowledge the pain and suffering that still persists today and honor the first responders who made the ultimate sacrifice in the service of others.   During the ceremony’s moments of reflection, I was reminded of the daily sacrifices our Sheriffs and Fire Fighters here in the City of Jurupa Valley make on a daily basis.  During the pandemic in particular, our first responders continued to answer the bell, every day and without fail.  Please thank the brave men and women of law enforcement and the fire service when you see them in the community and let us all “never forget” the bravery and “service above self” that was demonstrated on that terrible day 20 years ago.

Special Enforcement Team (SET)

The Jurupa Valley Special Enforcement Team arrested 8 subjects and recovered 2 handguns.
 

SIGNIFICANT ACTIVITY - Problem-Oriented Policing Team (POP) Activity

The Jurupa Valley Problem-Oriented Policing Team (POP) conducted high visibility patrol near Crestmore Road and 37th Street. The location frequents homeless encampments in the open lot southeast of the corner-the POP Team located two subjects living on the property. After further investigation, it was discovered, the male subject, identified as Robert Rapoza had a felony warrant for his arrest. Rapoza was arrested and later transported to Robert Presley Detention Center. Path of Life Ministries was contacted to provide outreach services to Ropoza's girlfriend. Several weeks after, the POP team conducted a follow-up at the location and successfully removed all the subjects from the open lot with the assistance of the Riverside County Management Property Facilities.

The Jurupa Valley Problem-Oriented Policing Team conducted off-road enforcement near Market Street bridge and the Santa Ana River Bottom. The location has several large homeless encampments that are on Riverside County Flood Control's property. The POP Team assisted Flood Control by providing "notices to vacate" the property. During that time, illegal marijuana growth was discovered inside an encampment (approximately 50 plants). The encampments consisted of a 25-foot-tall watchtower, a 15-foot-deep water well, and several booby traps. Riverside County Flood Control utilized a bulldozer and demolished the encampment after we deemed it safe.

The Jurupa Valley POP Team conducted follow-up at a known location for illegal Recreational Vehicle parking and illegal dumping, at 28th Street and Rubidoux Boulevard. One RV was located along with three inoperable vehicles parked on the side of the road. After speaking to the subjects inside the RV, they were informed of the multiple Jurupa Valley City Ordinance violations. Outreach services were offered through Path of Life Ministries. The following day all the vehicles and RV were removed from the location.

The Jurupa Valley POP and SET Team conducted high visibility patrol at the Rubidoux Business District. During the enforcement, a vehicle was spotted in the back alley of a local smoke shop. The location frequents illicit drug activity. A record check of the license plate revealed the vehicle was reported stolen from the City of Moreno Valley. Two occupants were located inside the car and arrested. Raymond Atkins (driver) wanted fugitive for fraud, and Taray Lee (passenger) wanted fugitive for attempted murder. The vehicle was returned to the registered owner without incident.
 
The Jurupa Valley Problem-Oriented Policing Team conducted off-road enforcement in the Santa Ana River bottom. The enforcement area extended from Riverside Avenue (Rialto PD Jurisdiction) to Mission Boulevard bridge. The location is a meeting point for off-road vehicles trespassing on Riverside County Flood Control's property. Several assaults with a deadly weapon have occurred during the gathering, including sexual assaults. During the operation, the Jurupa Valley POP and SET Team cited eight people. We continually patrol the Santa Ana River bottom to prevent any further incidents.

Community Development Department Updates


Vernola Ranch


The Community Development Department is currently processing a Pre- Application for the proposed “Vernola Ranch” project. The applicant proposes to construct Vernola Ranch, a planned residential community on 153 acres located just east of the I-15 Freeway and south of Bellegrave north of Limonite, and west of pats Ranch Road. The proposal includes subdivision of land currently used for agriculture into several interconnected residential communities, including 1,576 single- and multi-family units, internal streets, open spaces and amenities, sidewalks and trails, landscaping, and parking areas. A future commercial development will be located at the intersection of Limonite and I-15 to complement the land uses proposed at Vernola Ranch. The applicant expects to submit formal entitlement applications later this year. A future study session for this project will be scheduled later this year.

Stakeholder Meeting-Proposed Truck Intensive Use Ordinance

  
The City of Jurupa Valley is holding a Stakeholder meeting on Thursday, September 23, 2021 on the proposed Truck Intensive Use Ordinance. The meeting will be from 6:30pm to 8:30pm in the City Council Chambers, located at 8930 Limonite Avenue, Jurupa Valley, CA 92509. The purpose of the meeting is to review a preliminary concept of a draft Truck Intensive Use Ordinance to get stakeholders' feedback before taking the draft Ordinance to the Planning Commission for their consideration.
The City Council previously expressed concerns regarding the City`s current zoning and General Plan and how they do not adequately address the impacts of truck traffic upon air quality, congestion, and street infrastructure that disproportionately degrade residential neighborhoods. To address their concerns, on January 21, 2021 the City Council initiated a Zoning Code amendment to establish locations truck intensive uses will be allowed with new development standards and adopted a moratorium on new or expanded truck intensive uses.
To address the City Council's concerns with truck intensive uses, the City is proposing a two-phase approach. The first phase is an amendment to the zoning code to establish where truck-intensive uses are allowed. It will also offer new development standards that will allow truck-related uses that are not truck intensive and include standards that reduce their potential impacts on residential and other sensitive uses. The second phase of the project proposes rezoning properties options and rationale for potential land-use changes within five study areas that reflect the goals in the City General Plan.

New Land Use Entitlement Application-The District at Rubidoux


The Community Development Department received a new Land Use Entitlement Application on Wednesday, September 15, 2021 for “The District at Rubidoux” project. The District @ Rubidoux is an approximately 250-acre site located off the 60-Freeway and Rubidoux Blvd at the southeast corner of the Rubidoux neighborhood in the City of Jurupa Valley. The site is currently entitled under the Emerald Meadows Ranch Specific Plan, approved in 2005. The District @ Rubidoux Specific Plan will rescind and replace the existing Emerald Meadow’s Ranch Specific Plan. The District at Rubidoux Specific Plan will establish a new master plan community that will transform the Site into a mixed-use development comprised of warehouse/logistics, retail, commercial, hospitality, and mixed density residential, with the integration of open space and recreation uses. The Community Development Department will begin to review the application.

In the past 14 days, we have received a total of 60 work order requests from residents. We have completed 37 and the remaining 23 are in the process of being completed.

  • Maintenance staff has repaired potholes within our Right-of-Way
  • Maintenance staff has assisted code enforcement in homeless encampment clean ups
  • Maintenance staff has removed illegal dumpings across various parts of the city
  • Maintenance staff has replaced missing traffic signs within our Right-of-way
  • Maintenance staff has assisted with placing speed radar trailers on various roadways

  • Building Dept. officials inspected the reported dwelling regarding a kitchen fire.

  • Code Enforcement has received multiple reports that unpermitted vendors set up regularly on Felspar St. & Galena St.
  • Code Enforcement has made strong efforts to shut them down as soon as we are made aware of them.
