This past week I had the opportunity to see another Jurupa Valley residential development when I toured the model homes located on Limonite Ave. at Downey St. The first of what are planned to be 107 Richmond American homes in the Bridle Path at Paradise Knolls development are now open for tours and I encourage anyone that is looking for a place to call home in Jurupa Valley to take a look. The variety of single-story floor plans and the range of amenities seem to have something for just about any potential home buyer. The City of Jurupa Valley has begun the process of redistricting based on the 2020 Census.
Every 10 years, cities with districts must conduct a redistricting process to ensure the proper balance of populations between all districts. The completion of the 2020 Census prompted the process to take place in 2021.
In August 2021, the City Council hired National Demographics Corporation to review the City’s demographics, assist with public outreach messaging, and draft the new Council maps.
To the extent practicable, district lines will be adopted using the following criteria:
- Geographically contiguous districts (each city council district should share a common border with the next).
- The geographic integrity of local neighborhoods or communities shall be respected in a manner that minimizes its division.
- Geographic integrity of a city shall be respected in a manner that minimizes its division.
- Easily identifiable boundaries that follow natural or artificial barriers (rivers, streets, highways, rail lines, etc.), and
- Lines shall be drawn to encourage geographic compactness. In addition, boundaries shall not be drawn for purposes of favoring or discriminating against a political party.
We invite members of the community to provide input on this important process. The following public hearings/workshop have been scheduled: December 2, 2021 January 6, 2022 (Workshop) March 17, 2022
Our public hearings will be provided in applicable languages if residents submit a request in advance. The City Clerk will notify the public about redistricting hearings, post maps online before adoption, and create a dedicated web page for all relevant information about the redistricting process. SIGNIFICANT ACTIVITY:Problem-Oriented Policing Team (POP)

|
|
Homeless EncampmentJurupa Valley POP team responded to a previously identified homeless encampment area at the dead-end of Cantu-Galleano. The POP team worked with Code Enforcement and the City of Jurupa Valley for the past month to relocate several homeless encampments. There were multiple RVs, cars, and makeshift living areas. All subjects had moved away from the site, and the city cleaned it up.

Off-road VehiclesJurupa Valley Pop Team and Jurupa Valley SET Team coordinated the enforcement of Off-road vehicles (ORV's) in the area of 20th St and Caterpillar Ct and the Santa Ana River Bottom (Market St and 24th St). The locations have large illegal gatherings of subjects who often consume alcoholic beverages and use illicit drugs. These locations require 4x4 vehicles and usually can't be handled by regular patrol deputies (Not 4x4 vehicles). Three subjects were arrested for felony warrants and transported to the Robert Presley Detention Center during the off-road operation.

High Visibility PatrolThe Jurupa Valley Pop Team conducted high visibility patrol in the area of Limonite and Clay St. A week prior the POP Team contacted several subjects loitering around the businesses. The POP Team continuously revisits past locations to prevent further subjects from establishing new encampments. During the high visibility patrol, a recreational vehicle (RV) and an SUV were located. Several subjects were contacted at the location and advised of several city ordinance violations. Path of Life Ministries was also contacted and responded to the location. Both vehicles were later removed from the area.
The Jurupa Valley Pop Team also conducted high visibility patrol in the business district of Rio Ranch Market. The day prior, a subject vandalized the fence behind the business, causing approximately $1,000.00 damages. During the investigation, the suspect was identified and located and later taken into custody for the felony vandalism. Subsequently, he was booked into the Robert Presley Detention Center.

Planning Inspections were conducted this week for Phase A Vernola Gateway Apartments, a 397-unit upscale apartment complex on approximately 17.4 acres, located on the northwest corner of 68th Street and Pats Ranch Road. Building permits for the project were approved on 9/24/2020 with construction beginning in October of 2020. The project is still under construction and the developer is diligently moving forward with the project.

Revised Housing Element Draft

The City revised the Public Review Housing Element Draft and will be presenting the Draft Housing Element at the November 10, 2021, Planning Commission meeting, and at a future City Council public hearing for adoption. Information SessionsBRE Space Center The City held an information session on Tuesday, October 19, 2021 at 6:30 p.m., at the Skyview Event Center regarding an application for BRE Space Center Mira Loma Logistics Project. The proposed industrial project is located on a 105.58-acre project site, bounded by Space Center Court to the east and existing industrial development to the north, south, and west. The interchange of Interstate 15 (I-15) and State Route 60 (SR-60) is located 0.71 miles to the southwest of the Project site. The proposed project consists of:
- Demolition of nine existing redwood buildings totaling 1,557,562 square feet.
- Redevelopment of Project site with two industrial buildings totaling 1,939,312 square feet. Building 1 is a 1,379,287 square foot logistics building and Building 2 is a 560,025 square foot logistics building.
- Building 3, totaling 172,800 square feet, would remain on the site (no proposed changes) and be integrated into the overall site.
There are no uses currently proposed at this time. The approved Development Agreement for this site includes a list of permitted industrial uses that can be established in these buildings. The City welcomes any comments or questions for this project and a future public hearing will also be scheduled for this item.

Rubidoux Commerce Park Project The City of Jurupa Valley will hold an information session on Wednesday, November 3, 2021, at 6:30 p.m. at the Avalon Corporate Center located at 2625 Avalon Street, Jurupa Valley, CA 91752 on the proposed Rubidoux Commerce Park, an industrial project proposing to be located on an 81-acre site that is bounded by 28th Street to the south, 25th Street and existing industrial development to the north, Montana Avenue and open space to the west, the Riverside and Jurupa Canal to the east; and one parcel with an existing commercial building (Avalon Corporate Center) is located at the southwest corner of 26th Street and Avalon Street.
The Assessor’s Parcel Numbers (APN) for the Project site is 178-030-001, 178-030-002, 178-030-003, 178-030-006, 178-030-008, 178-030-009, 178-030-010; 178-060-013; 178-070-001, 178-070-002, 178-070-003, 178-080-011; 178-090-010; 178-080-009. The project is proposing two industrial logistics buildings totaling 1,299,406 square feet consisting of two buildings with other site improvements including grading, retaining walls, parking, and landscaping. The City will hold an information session with a Spanish translator to provide information on the project, answer any questions, and receive public comments.

Zoning Code Amendment Recomendation Truck Intensive Use Ordinance
On Thursday, October 27, the Planning Commission unanimously approved a recommendation to the City Council to adopt an Ordinance amending the Zoning Code eliminating the expansion or establishment of truck intensive uses in various commercial, industrial, and manufacturing zones; and recommending that the City Council initiate a General Plan Amendment and Zoning Code Amendment.
The proposed Code Amendment establishes the Manufacturing-Heavy (M-H) zone as the location for truck intensive uses. It prohibits truck intensive uses in all other industrial zones in the City and eliminates truck and trailer storage yards and truck stop/travel centers as an allowed use in the City. It also provides a process for truck uses that do not generate significant truck traffic to be allowed subject to a Conditional Use Permit approval and additional development standards intended to reduce use impacts.
These measures will greatly reduce the impacts truck-intensive uses have on the community. In addition, the proposed land use recommendations, if initiated and subsequently adopted, will implement the General Plan’s goals for five industrial areas and update the Business Park standards for the City.
The City Council will consider the Planning Commission’s recommendation during a Public Hearing at the December 2, 2021, City Council meeting.

Public Works staff has received a total number of 75 Service Requests from residents and successfully completed 61 of the 75 service requests. The most common request has been for Illegal Dumping. Other highlights of the previous two weeks include: - Tree trimming of branches blocking sidewalks for pedestrian access
- Illegal dumping removed from the public right of way
- Faded and old signs are being replaced
- Repaired potholes throughout city jurisdiction

Case UpdatesRiverside County AlleyRiverside County Alley is now owned and maintained by Jurupa Valley. The County of Riverside has agreed to donate the alleyway by Capary Rd. The City has abated the trash and debris, and have secured the alleyway allowing only City or Emergency personnel.

GraffitiReports of graffiti at the underpass of the 60 Fwy by Van Buren Blvd. and Etiwanda Ave. Code Enforcement collaborated with Caltrans and Union Pacific Railroad officials for the abatement of the Graffiti.

Pedley Rd. & Galena St.Homeless individuals have been parked in an RV trailer in front of a residential area. Code Enforcement had received multiple complaints regarding the parked RVs. Path of Life Ministries has reached out for services. The RV trailers have moved along.

2021 State of the City The Jurupa Valley Chamber of Commerce, in partnership with the City of Jurupa Valley, is pleased to announce the State of the City event on Tuesday, November 16, 2021.
It will be an evening of networking with Mayor Lorena Barajas, City dignitaries, City staff, community stakeholders, and businesses. The event will be held at the new and beautiful Skyview Event Center. The theme this year is Jurupa Valley Pride.
