Special Olympics in Jurupa ValleyThis week I met with Blake English who is a Senior Manager of Sports and Programs for the Special Olympics of Southern California. Through the generous efforts of over 17,900 coaches and volunteers, the Special Olympics of Southern California is able to provide 38,200 athletes the opportunity to participate in over 12 different sports categories. Through the power of sports, athletes become more independent, build self-esteem, and live healthier lives. They also inspire people to open their hearts and create more accepting and inclusive communities. While programming for athletes, volunteers, and sponsors is currently available to Jurupa Valley residents through programs based in Riverside County, Blake and his team are looking to expand their offerings within the City of Jurupa Valley. Transportation of Narcotics ArrestThe Jurupa Valley POP deputies conducted a high visibility patrol and noticed a vehicle with expired Texas paper plates driving through the intersection of Pacific Ave and Limonite Ave. Deputies conducted a traffic enforcement stop and contacted the driver. The driver had a suspended driver's license.
Deputies were going to issue a citation to the driver for not possessing a valid driver's license, 12500 (A) VC, and tow the vehicle. The driver was asked to exit his vehicle, and during an inventory search of the vehicle, deputies located 1/2 lb. of methamphetamine and about 400 "M-30" pressed fentanyl pills. The driver was arrested for transportation of narcotics.

Occupied Vehicle Check ArrestThe Jurupa Valley SET and POP Team deputies conducted an occupied vehicle check at the Stater Bros. Market parking lot located at 11070 Limonite Ave. The suspect had an outstanding felony warrant and was in possession of metal knuckles and 2 grams of methamphetamines.

Mission Blvd. Encampment RemovalThe Jurupa Valley POP Team conducted a high visibility patrol at 9828 Mission Blvd. A large encampment was located in the open lot southeast of the intersection. On 1/26/2022, several subjects were located and advised of trespassing on private property. One subject was arrested and removed from the location. The team conducted follow-ups at the site and assisted the property owner in removing the remaining subjects. As of 1/27/21, all debris is cleared.

Pyrite St./SR-60 Illegal RV RemovalThe Jurupa Valley POP Team identified several RVs illegally parked in an open field near the intersection of Pyrite St. and the 60 freeway. The location is large dirt property with unmarked borders.
The RV owners were informed of the Jurupa Valley City ordinance prohibiting overnight RV parking. The team identified individuals who needed assistance and contacted Path of Life Ministries to provide outreach services. However, all subjects refused help from Path of Life Ministries.
The team continued to follow up with the subjects at the location. Three subjects refused to leave the site, which resulted in three vehicles being towed.

Granite Hill Rd./Pyrite Rd. Encampment RemovalThe Jurupa Valley POP Team conducted a high visibility patrol near the intersection of Granite Hill Rd. and Pyrite Rd. A large encampment was located in the open lot northeast of the intersection. Several subjects were informed of trespassing on private property.
One subject was arrested and removed from the location. The team conducted follow-up at the location and assisted the property owner in removing the remaining subjects. As of 02/06/22, all debris is cleared.

City Council Meeting HighlightFebruary 17, 2022 Senate Bill 9
The City Council unanimously approved an extension to Senate Bill 9 Interim Urgency Ordinance No. 2022-03. The Jurupa Valley City Council enacted the Interim Urgency Ordinance to impose a moratorium on the approval of applications for housing development projects and urban lot splits permitted by Senate Bill 9 that do not meet the regulations and standards set forth in the ordinance.
The Interim Urgency Ordinance was set to expire after 45 days on March 6, 2022. However, extra time was necessary to thoroughly research and evaluate a permanent, non-urgency ordinance that updates or amends the Municipal Code establishing objective land use regulations and technical design standards pertaining to Senate Bill 9 housing development projects and urban lot splits.
The first extension to the Interim Urgency Ordinance is for a period of 10 months and 15 days, through January 20, 2023. A second extension may be granted by the City Council if additional time is needed to continue research on applicable development standards and to adopt a formal ordinance. Below is a Senate Bill 9 Applicability map that shows the areas in Jurupa Valley where the bill applies. Yellow indicates one-family dwellings, red indicates very high fire hazard safety zones, and blue indicates the 100-year floodplain.

Development UpdatesThe following is an update on various projects currently under review by the Community Development Department and upcoming meetings.
ALDI's Grocery Store: Coming Soon at the Vernola MarketplaceALDI’s Grocery Store submitted an application for tenant improvement plans to open a new store at the former Bed, Bath and Beyond location at the Vernola Marketplace (6365 Pats Ranch Rd.). ALDI is tentatively scheduled to open in the Fall of 2022.

Panda Express: Coming SoonA Site Development Permit was recently approved to construct a new commercial development at 7014 Mission Blvd. The project includes the construction of three drive-thru fast-food restaurants in the following sizes: - 2,300 sq. ft. drive-thru fast food restaurant
- 2,500 sq. ft. drive-thru fast food restaurant
- 3,500 sq. ft. drive-thru fast food restaurant
One of the tenants has been confirmed to be Panda Express and has submitted an application for signage. Below is a site plan of the approved project.

Tractor Supply: Coming SoonA Site Development Permit, Conditional Use Permit, and Tentative Parcel Map were recently approved by the Planning Commission on February 9, 2022, to construct a new 49,638 square foot commercial development on the Southwest Corner of Armstrong Rd. and Sierra Ave. The project will include: - 18,800 sq. ft. Tractor Supply commercial building with combined outside display and storage area
- 3,080 sq. ft. drive-thru fast food restaurant
- 2,130 sq. ft. drive-thru fast food restaurant

Case Updates Accumulation of Trash & Debris on Private Vacant Lot
Trash and debris had accumulated on privately owned property. Code Enforcement worked with Path of Life Ministries to offer resources and collaborated with the property owner and Sheriff’s Department to remove all trash and debris.

Homeless Encampment on Private PropertyTrash and debris accumulation by homeless individuals was reported on private property. Code Enforcement reached out to Path of Life Ministries for assistance and communicated with the property owner for clean-up assistance. The property owner collaborated with the Sheriff’s Department for removal, and the trash and debris had been abated.

Nuisance Property on Jurupa Rd. A frequent nuisance property off of Jurupa Rd. had two uninhabitable dwellings that were plagued by frequent homeless break-ins. The two structures on the property had been involved in past fires making the dwellings uninhabitable and unsafe. It was a long arduous battle with the property owners, but Code Enforcement’s relentless efforts had the owners finally demolish the dwellings in hopes of new development.

Trash, Debris, and Camping on the SidewalkReports of a person camping on the sidewalk had been reported. Code Enforcement reached out to Path of Life Ministries for assistance. The tent and debris were removed upon further follow-ups.
|

|
|
|
Defacement of Property: Paint SplatterCode Enforcement received reports of Eddie the Mammoth at the Jurupa Mountains Discovery Center being splattered with paint. Code Enforcement collaborated with Jurupa Community Services Department (JCSD) on the abatement of the white paint. JCSD worked relentlessly on removing the white paint on the Mammoth and attempted to maintain as much of the original color as possible.

Illegal Dumping on Van Buren Blvd./Limonite Ave.Code Enforcement collaborated with the City Public Works Department to remove the illegally dumped materials on the public right of way behind Mcdonald's on Van Buren Blvd. and Limonite Ave.

Residential Project Update Vernola Marketplace Apartments
- A third of the apartment buildings have been released for occupancy
- Finish grading is 40% complete
- Building construction continues on the remaining apartments

Public Works staff has received a total of 97 service requests and successfully completed and closed 86 requests. Illegal dumping clean-ups continue to be the most common requests received, as 33% of the total work requests submitted during the two-week timeframe were for illegal dumping. Public Works will continue working on addressing the incomplete requests. In addition to addressing work orders from the public, Public Works also dealt with trees and signs affected by wind, various maintenance projects at City-owned facilities, and assisted the Code Enforcement team in various homeless encampment clean-ups.
