Problem-Oriented Policing (POP) Team
& Special Enforcement (SET) Team

Mission Blvd. Encampment Removal

The Jurupa Valley POP Team conducted a high visibility patrol at 9828 Mission Blvd. A large encampment was located in the open lot southeast of the intersection. On 1/26/2022, several subjects were located and advised of trespassing on private property. One subject was arrested and removed from the location. The team conducted follow-ups at the site and assisted the property owner in removing the remaining subjects. As of 1/27/21, all debris is cleared.

Pyrite St./SR-60 RV Removal

The Jurupa Valley POP Team identified several RVs illegally parked in an open field near the intersection of Pyrite St. and the 60 freeway. The location is large dirt property with unmarked borders.

The RV owners were informed of the Jurupa Valley City ordinance prohibiting overnight RV parking. The team identified individuals who needed assistance and contacted Path of Life Ministries to provide outreach services. However, all subjects refused help from Path of Life Ministries.

The team continued to follow up with the subjects at the location. Three subjects refused to leave the site, which resulted in three vehicles being towed. 

Granite Hill Rd./Pyrite Rd. Encampment Removal

The Jurupa Valley POP Team conducted a high visibility patrol near the intersection of Granite Hill Rd. and Pyrite Rd. A large encampment was located in the open lot northeast of the intersection. Several subjects were informed of trespassing on private property.

One subject was arrested and removed from the location. The team conducted follow-up at the location and assisted the property owner in removing the remaining subjects. As of 02/06/22, all debris is cleared.

Senate Bill 9

The City Council unanimously approved an extension to Senate Bill 9 Interim Urgency Ordinance No. 2022-03. The Jurupa Valley City Council enacted the Interim Urgency Ordinance to impose a moratorium on the approval of applications for housing development projects, and urban lot splits permitted by Senate Bill 9 that do not meet the regulations and standards set forth in the ordinance.

The Interim Urgency Ordinance was set to expire after 45 days on March 6, 2022. However, extra time was necessary to thoroughly research and evaluate a permanent, non-urgency ordinance that updates or amends the Municipal Code establishing objective land use regulations and technical design standards pertaining to Senate Bill 9 housing development projects and urban lot splits. 

The first extension to the Interim Urgency Ordinance is for a period of 10 months and 15 days, through January 20, 2023. The City Council may grant a second extension if additional time is needed to continue research on applicable development standards and to adopt a formal ordinance. Below is a Senate Bill 9 Applicability map that shows the areas in Jurupa Valley where the bill applies. Yellow indicates one-family dwellings, red indicates very high fire hazard safety zones, and blue indicates the 100-year floodplain.

ALDI's Grocery Store: Coming Soon at the Vernola Marketplace

Panda Express: Coming Soon

A Site Development Permit was recently approved to construct a new commercial development at 7014 Mission Blvd. The project includes the construction of three drive-thru fast-food restaurants in the following sizes:

1. 2,300 sq. ft. drive-thru fast food restaurant
2. 2,500 sq. ft. drive-thru fast food restaurant
3. 3,500 sq. ft. drive-thru fast food restaurant

One of the tenants has been confirmed to be Panda Express and has submitted an application for signage. Below is a site plan of the approved project. 

Tractor Supply: Coming Soon

A Site Development Permit, Conditional Use Permit, and Tentative Parcel Map were recently approved by the Planning Commission on February 9, 2022, to construct a new 49,638 square foot commercial development on the Southwest Corner of Armstrong Rd. and Sierra Ave. The project will include:

1. 18,800 sq. ft. Tractor Supply commercial building with combined outside display and storage area
2. 3,080 sq. ft. drive-thru fast food restaurant
3. 2,130 sq. ft. drive-thru fast food restaurant

Residential Project Update

Vernola Marketplace Apartments

• A third of the apartment buildings have been released for occupancy
• Finish grading is 40% complete 
• Building construction continues on the remaining apartments

Commercial Projects Update

1. Agua Mansa

• Industrial building is 60% complete 
• Mass grading is 75% complete
• Finish grading is 40% complete 

2. Cold Storage

• Building and off-site work is 95% complete
• Developer applying for temporary occupancy certificate

3. Rubidoux Industrial

• Industrial building is 70% complete
• Off-site work is 50% complete 

Public Works

Public Works staff has received a total of 97 service requests and successfully completed and closed 86 requests. Illegal dumping clean-ups continue to be the most common requests received, as 33% of the total work requests submitted during the two-week timeframe were for illegal dumping. Public Works will continue working on addressing the incomplete requests. 
 
In addition to addressing work orders from the public, Public Works also dealt with trees and signs affected by wind, various maintenance projects at City-owned facilities, and assisted the Code Enforcement team in various homeless encampment clean-ups.

Tae Kwon Do Classes

Grand Master Steve presents Tae Kwon Do Karate for all ages 5 and up. Participants will learn the basics and fundamentals of Tae Kwon Do which fosters strength of mind through mental armament. Classes are held every Monday, Tuesday, Wednesday, and Thursday every month. No class on holidays.
