The City of Jurupa Valley maintains emergency planning documents that guide preparedness, response, mitigation, and recovery. The documents below are provided for public reference to support community awareness.

Emergency Operation Plan (EOP)

What is it:  

The Emergency Operations Plan (EOP) describes how the City organizes and coordinates emergency response and recovery. It outlines responsibilities, coordination processes, and how the City works with local, county, state, and federal partners during incidents.

Emergency Operations Plan Update (2026)

The City of Jurupa Valley will be reviewing and updating its 2018 Emergency Operations Plan (EOP) over the next 9–12 months.

The EOP serves as the City’s primary framework for how we prepare for, respond to, and recover from emergencies and disasters. Since its last update, the City has experienced real-world incidents, expanded partnerships, and enhanced coordination capabilities that should be reflected in the plan.

This update process will include:

  • Coordination with City departments and partner agencies
  • Review of current hazards and operational procedures
  • Alignment with State and Federal emergency management standards
  • Opportunities for community input

As the update progresses, this page will be used to share information, surveys, public comment opportunities, and draft materials for review.

Local Hazard Mitigation Plan (LHMP)

What it is:

The Local Hazard Mitigation Plan (LHMP) identifies hazards that may affect Jurupa Valley and outlines long-term actions to reduce risk to people, property, and critical infrastructure. It supports the City’s ability to pursue mitigation funding and prioritize resilience projects.
