Recruitment Updates—Building the New Team
We are moving forward with the recruitment process for Jurupa Valley’s first full-time in-house Executive Team. Here is a quick rundown on each open position:
Economic Development Manager—Two of our top two finalists have now withdrawn from the process. While this is discouraging, we have one more finalist left, and I will be interviewing that candidate on July 28. Regan Williams of Bob Murray and Associates has served as the executive recruiter.
Community Development Director—Tony Dahlerbruch of Peckham and McKenney is serving as the executive recruiter for this position. Tony has done extensive outreach to potential candidates in advance of the formal interviews. The application period closed on Friday, July 17. We have 56 applicants for the position. Tony is now doing the initial screening of the applicants as we prepare for the next steps in the recruitment process.
Public Works Director/City Engineer—Bob Murray and Associates has been selected as the recruitment firm for this position. The recruitment brochure has been completed, and Executive Recruiter Valerie Phillips is now doing extensive outreach to potential candidates. The application closing date is Sunday, August 2.

JARPD Making Major Progress on Skyview Events CenterOn Monday morning, July 13th, I had an opportunity to visit the construction site of the new Jurupa Area Recreation and Parks District community center that will be known as the Skyview Events Center, part of the Vernola Park complex on the west side of Wineville with Keith Clarke, Jose Ibarra, and Irwin Salas. This multi-million dollar facility will be the first true community center in the western portion of Jurupa Valley and will provide a wide range of programs and services. Based on what we saw during our visit last week, construction is moving forward aggressively, with the steel frame of the multi-story building taking shape and the parking areas essentially complete. It is encouraging to see this project moving forward so quickly.
While it is not officially a City-owned and maintained building, it will be an important community asset for all of our residents. JARPD General Manager Colby Diuguid will provide a construction update on Skyview during his next update to the City Council in September.

Jurupa Valley Bed, Bath, and Beyond Store to Remain OpenSome of you may have caught the recent news that Bed, Bath, and Beyond has announced the closure of 40 stores nationwide as part of a cost-cutting move. As you know, Bed, Bath, and Beyond is one of the anchors of the Vernola Marketplace Center here in Jurupa Valley and is a good sales tax generator for us. I was concerned that our local store might be on the closure list, but after doing some research this weekend, it appears that the Jurupa Valley store is doing well and will survive the cuts. Other Inland Empire cities were not as lucky: the Chino Hills store and the Hemet store are both on the elimination list.

Local Economic Assistance Program has LaunchedOn July 9, 2020, the City officially launched the Local Economic Assistance Program (LEAP). LEAP is financed through the City’s CDBG-CV allocation. The program makes available $7,000 grants for micro-enterprise businesses (5 or less employees) and $10,000 grants for small businesses (6-50 employees). The application system is fully electronic and available at www.jurupavalley.org/LEAP. As of July 17, 2020, we’ve received over 30 LEAP applications from local businesses. The overwhelming majority of these businesses are local restaurants. The application period for the first round of funding closes on July 24, 2020. The program has been promoted on the City’s website and social media outlets. Additionally, the City’s consultants have personally visited many small businesses in the area to drop off flyers and promote the program..

Senior Center & Boxing Club Effective July 1, 2020, the City of Jurupa Valley officially acquired the Eddie Dee Smith Senior Center and the Jurupa Valley Boxing Club facilities. While services at the senior center remain limited due to COVID-19, the Jurupa Area Recreation & Park District (JARPD) is staffing the facility for administrative purposes. The Family Service Association (FSA) is continuing their curbside meal provision service for seniors in the area. On July 2, 2020, representatives of the Jurupa Valley Boxing Club met with City staff at City Hall. The purpose of this meeting was to officially make contact with the boxing club group and answer questions related to the transition process. Since acquiring the facility, City staff have inventoried the equipment in the building and transitioned all utility responsibilities to the City. City staff plan to remain in contact with representatives of the boxing club to continue the dialogue on the future plans for the boxing facility. To date, no official decisions on the future of the boxing facility have been made and the building remains closed due to COVID-19-related health directives.

Code Enforcement Department Updates.

Code Enforcement Officers Complete Pepper Spray Defense Training On July 17th, the Code Enforcement Department completed a four hour pepper spray defense training course. The course consisted of lecture, demonstration and participation sections in which each Code Enforcement Officer was trained on the proper use of pepper spray as a last resort safety tactic.

Homeless Encampment on the Public Right of Way The Code Enforcement and Public Works Departments collaborated to complete a clean-up of trash and debris. A total of nine tons of trash and debris were removed.

Andrew Kibby – Battalion 14B (Jurupa Valley / Eastvale / Rubidoux Battalion)Andrew began his career in the fire service as a Fire Explorer in 1995, for the Orange County Fire Authority. In 1999, he transitioned to a Reserve Firefighter with OCFA at the Headquarters Station 1. In 2002, Andrew began his CAL FIRE career as a Fire Fighter I in the Riverside Unit where he worked at the West Riverside Station for his first season. In 2007, he was promoted to a Limited Term Fire Fighter II at Glen Avon Fire Station 17 where he worked until he was appointed in 2008 to a permanent Fire Fighter II on Hazmat 34. He promoted to Fire Apparatus Engineer in 2010, and to Fire Captain in 2015, at Hazmat 34 in 2017, he transferred to the Corona Fire Station 14. Andrew has experience in both Schedule A and B programs as well as serving on multiple training cadre’s. He serves as a member of California Training Officers Association Southern Board as 2nd Vice President and has been on curriculum rewrite committees for the California State Fire Marshall. Andrew holds many ICS qualifications and recently accepted a position on CAL FIRE Incident Management Team 5 as the Safety Officer Trainee. Andrew resides in the City of Temecula with his wife Michelle, daughter Kaytin (8) and son Connor (6). Andrew has an Associates of Science Degree in Fire Management and is currently working on his Bachelor’s Degree in Emergency Management.

Fatal Traffic CollisionOn Tuesday, July 14, 2020, about 12:50 PM, deputies from the Jurupa Valley Station responded to a report of a traffic collision involving two vehicles, on Mission Boulevard cross of Wineville Road, Jurupa Valley.
