Planning Defined

Planning helps ensure the orderly and safe development of communities and neighborhoods. It does this by applying land use goals and policies, zoning, and other development standards that help shape new and existing development. Planning staff works with City Building and Engineering staff to review development proposals for compliance with adopted standards, and encourages citizens, business and property owners, neighborhood groups, civic groups, and other community stakeholders to participate in the planning process, attend public land use hearings, and help identify community goals and values.

Environmental Reports

The Planning Division also prepares and oversees environmental reports that study the environmental effects of development projects and identify ways of avoiding environmental damage, as required by the California Environmental Quality Act (CEQA).

Environmental Filing - County Clerk Filing Information

The City of Jurupa Valley files all required environmental documents, including Notices of Determination and related CEQA materials, with the Riverside County Assessor-County Clerk-Recorder in accordance with state law. Environmental reports and associated Fish and Game filing fees are processed through the County Clerk’s office, which posts current CEQA filing requirements and fees on its website. Self-Service

State Clearinghouse Filing Requirements

The City of Jurupa Valley submits environmental documents that require State-level review to the California State Clearinghouse, which serves as the State’s single point of contact for CEQA coordination. The State Clearinghouse distributes environmental documents to applicable State agencies, facilitates interagency review, and maintains published CEQA records in accordance with State law. Maps & City Documents

The City of Jurupa Valley is building its library of online documents and will add to this site as documents are revised and new public documents become available. These documents are available at City Hall, or may be downloaded from the City website.

Adopted General Plans and Maps

The City's adopted General Plan is accessible on the General Plan webpage. Additionally, General Plan and Zoning Maps can be obtained through the City's GIS mapping applications, which provide interactive tools for exploring and analyzing land use, zoning, and other spatial data.

Community Development Department GIS View

This is a GIS mapping tool designed to assist with urban planning, zoning, and land management. It features an interactive map with layers such as parcels, zoning, land use, development agreements, and specific overlays like warehouse districts and area plans, allowing users to toggle data for analysis. Short-Term Rental Ordinance

On July 6, 2023, the City Council introduced an Ordinance prohibiting Short-Term Rentals and Home-Sharing Businesses in all zones throughout Jurupa Valley.  The draft ordinance is available for review at the link below.

Massage Establishment Fee

Staff is recommending that the City Council adopt a resolution to amend the schedule of zoning fees to add a Massage Establishment Fee for new and renewal applications. Please see the link below for the staff report and fee analysis.
